Foreign Office to Home Office.
Foreign Office, September 7, 1917. I AM directed by Mr. Secretary Balfour to acknowledge receipt of Home Office letter of the 1st September regarding the export of morphia and cocaine to China and Japan-
In reply, I am to say that, as His Majesty's Ambassador at Tokyo unfortunately omitted to mention cocaine in his note to the Japanese Government, he has now been instructed to inform them that His Majesty's Government desire to restrict the export of cocaine in the same way as morphia. Some time, however, must elapse before a reply can be received from the Japanese Government, and I am to suggest that it would be advisable in the meantime to license export of both drugs to Japan, in accordance with Mr. Balfour's letter of the 26th February last.
Since the export of both cocaine and morphia from the United Kingdom to China has practically ceased, it appears unnecessary at present to take any special measures regarding the latter country.
